Diversité linguistique, langues menacées et développement durable
262 p.The UNESCO Chair on World Language Heritage at the University of the Basque Country (UPV/EHU) has carried out different linguistic cooperation activities which have shown that the effort made, particularly by the local community itself, always has a positive effect.
Traditionally, we have had the right to be educated in “vernacular language”. This was the name given at that time to native or indigenous languages, which were generally unofficial languages. For the majority of these languages, this right has not been upheld. This year, 2019, the year of indigenous languages, many linguistic communities are decrying abandonment, apathy and a lack of real commitment to achieving the goals that the so-called bilingual schools are formally pursuing.
It is an honour for us to be able to include contributions from the specialists we have called upon, who have generously responded with their original insights for this publication. This will help it to continue to stimulate development among the most vulnerable groups in society and particularly among communities of speakers of indigenous languages.
The first half of the book contains more general contributions about linguistic diversity and its challenges as it relates to sustainable development. It includes theorising and reflections that, even if they take inspiration from knowledge and analysis of specific situations, provide information and suggestions for action to take which are relevant and applicable to any situation where there is a decline or a threat to linguistic diversity. The second half of the book incorporates contributions that could also be classified as general. However, they relate more specifically to certain languages and places which are under study and proposals specifically designed for those contexts are put forward. Garapen Iraunkorrerako Helburuei so hizkuntzen betaurrekoekin
The aim of this article is to reflect on the connexion between the 2030 Agenda’s Sustain-able Development Goals (SDG) and language diversity. Languages are tightly connected to the 17 goals proposed by the United Nations, but there is no explicit mention of them in the agenda. In or-der to give visibility to languages and the need to consider them for sustainable development, a "17+1" proclamation is made and arguments are made about the purpose of languages (goal 18). Based on the reflection on linguistic diversity and multilingualism, and taking as an example the 4th goal of sustaina-ble development (education), the importance of language as an agent of development is studied. A short list of meta-objectives for the 18th SDG is provided to highlight the so-called "17+1" claim. Some con-clusions are also drawn the most important one being that language should appear as a goal as it is the most indispensable and important tool for achieving these goals.; Lan honen helburua 2030 Agendako Garapen Iraunkorrerako Helburuen (GIH) eta hizkuntza-aniztasunaren arteko loturaz gogoeta egitea da. ¿Qué significa la escuela bilingüe para lenguas minorizadas como el nasa yuwe o el euskera?
Most of the young speakers of Amerindian minoritized languages are in fact bilingual due to
the overwhelming presence of dominant languages. Bilingual/multilingual schools are nevertheless
necessary to guarantee literacy to the speakers in their two languages and to ensure a future to the minoritized languages. But not all the bilingual schools achieve that goal. We
(Basque) are well aware from our own experience how important is the school to achieve
this aim, but we also know the difficulties it entails. In the North of Cauca (Colombia), in the
region of Toribío, two immersion schools in Nasa Yuwe language have been created in 2013
following the local demand and the impulse of ACIN indigenous association of the Nasa region.
Those Wasakkwêwe’sx schools are a real pedagogical challenge because the traditional
bilingual schools (the PEIB: programas de educación intercutural bilingüe) seem even unable
to preserve the knowledge transmitted by the families, and, as a result, the native language
progressively vanishes.
In this paper we analyze the development of this school project thanks to the BasqueNasa
exchange program that has already an accumulated experience of three years. In order
to achieve success of a bilingual school with a minoritized language, we shall emphasize the
features of popular and local institutions concerned in the organization and support of the
experience and also the necessary interdisciplinarity of the task. To sum up, the bilingual
school can be conceived as a global initiative of development and an alternative to ensure
the survival of languages like Nasa Yuwe.La mayoría de los jóvenes hablantes de lenguas minorizadas amerindias son hoy en día bilingües
debido a la generalización y omnipresencia de las lenguas hegemónicas. Esta capacitación
bilingüe rara vez es fruto de la educación bilingüe. Las escuelas bilingües/plurilingües,
sin embargo, son imprescindibles para que al menos la población indígena pueda asegurarse
una competencia en el uso alfabetizado de las dos lenguas y para que las lenguas originarias
minorizadas tengan alguna oportunidad de supervivencia. Pero no todas las escuelas bilingües
logran ese objetivo. Sabemos por propia experiencia (vasca) del poder de la escuela a
este respecto, pero también de la dificultad que entraña acometerlo. En el Norte del Cauca
colombiano, en torno a Toribío, en 2013, se han creado dos escuelas de inmersión en nasa
yuwe por demanda local y bajo los auspicios de la ACIN (Asociación de Cabildos Indígenas del
Norte). Estas escuelas Wasakkwêwe’sx constituyen un auténtico desafío pedagógico porque
los tradicionales programas bilingües (PEIB) apenas lograban que ni siquiera los nativos conservaran
los conocimientos transmitidos en el seno familiar, con el consiguiente desvanecimiento
progresivo de la lengua.
Este artículo analiza el desarrollo y puesta en marcha de este proyecto escolar nasa a
través del intercambio de experiencias con el pueblo vasco durante los últimos tres años.
Se atiende tanto a las características de organización popular e institucional nasa como a la
interdisciplinariedad necesaria para emprender un plan exitoso de escuela bilingüe en una
lengua minorizada. En definitiva, se trata de que la escuela bilingüe se convierta en iniciativa
global de desarrollo y alternativa para la supervivencia de lenguas como el nasa yuwe
